The Wait for browser to Finish Loading actions give time for a web page to finish loading before executing further actions.

Specify a time in seconds by entering a number in the For at least text area, or choose a number of seconds from the stepper.

Complex web sites often report that they have finished loading and then start loading again, which is why the action to wait for the browser to finish allows you to specify a required minimum time.
